These supplemental rules are meant to help explain regional rules and
guidelines that help make the events run smoothly, and to help clarify
any questions and misconceptions about the running of Philadelphia
region Solo events. The entire SCCA Solo Rules will be used,
except for those explicitly written for Divisional, Tour, or National
championship events, and except where modified or superseded by
these supplemental rules. If a question or circumstance arises that
is not covered in these rules, please advice the current Solo
Chairman so these rules may be modified.
The initial phase of rules were voted into effect by the Philadelphia region
Solo Task Force on February 3, 1998. These rules were updated
throughout the 1998 season, and a final copy was submitted to the
Philadelphia Region Board of Directors for approval on Jan 9, 1999.
Changes may only be submitted for BOD approval during the December
general membership meeting. These rules may not be changed mid-season
unless a serious issue occurs deeming the need for an immediate
change by the Philadelphia Region Board of Directors.

1. Time Schedule
|
|
Registration will officially open at 8:15 AM. Registration for the AM heats will close by 9:15 sharp. However, everyone MUST sign the insurance waiver AS SOON AS THEY ENTER THE SITE. The waiver and wristbands will be made available at the waiver area as soon as setup starts for the morning. The waiver area is to be manned by an SCCA member at all times. If you are running in the PM sessions, DO NOT register during the AM registration.

The course will be set up at least one hour before the AM driver's meeting (8:30 AM) for course walks. Changes to the course made may be made during this time for safety issues only. If changes occur, an announcement must be made at least 15 minutes before the start of the mandatory drivers meeting to allow for revised course walks. There will be a 45-minute break between AM and PM sessions to allow for course walks, gridding of PM cars, lunch, etc. There will be no course walks between heats, only between sessions.

2. Event Fees
|
|
The fee to compete in a 2008 Philly SCCA Solo event shall be $30. This does not include any additional fee for a Weekend Membership.
|
|
3. Registration
|
|
In addition to meeting the requirements of the 2008 Solo Rules, including signing the appropriate Waivers and presenting a valid Driver's License (where applicable), the SCCA requires that ALL competitors must be members of the SCCA.
Competitors MUST present at the event either a valid SCCA Annual Membership Card or a copy of a Weekend Membership purchased within the last five (5) days in addition to their Driver's License. If you do not have one of these valid forms of SCCA membership, a Weekend Membership may be purchased at the event for a cost of $15.
SCCA Weekend Membership Program Info:
- The membership is valid for any SCCA event for a period of five (5) days from purchase.
- A copy of the membership form will be given to the competitor as proof of the membership purchase and number.
- The cost of the previously purchased Weekend Memberships, up to a maximum of two (2), can be applied toward the purchase of an SCCA Annual Membership.
Pre-Registration:
We highly encourage those wishing to compete at our events to help us by pre-registering several days before the event at motorsportsreg.com. Whenever possible, a separate registration line will be used for pre-registered competitors, greatly reducing your time in line. Online registration will be closed the Wednesday prior to the event. Online registration is an option, not a requirement, in Philly region, but it will make your registration process at our event much more enjoyable.
If you cancel your registration prior to the close of the pre-registration period, a credit will be issued in the MSR online pre-reg system. This credit will be valid for one calendar year from the date of the event you canceled for. The credit will generally be issued a day or two after the event. No credits or refunds will be issued for no-shows.
Bar codes:
For 2008 Philly Region will use bar codes as part of our process for registration and timing and scoring. At your first event with the region we will assign you a permanent number and print you a bar code. Unless you require changes mid-season to either your car number or class, this will be your permanent bar code for the season. Once you have a permanent bar code with the correct car number and class, the competitor may have their vehicle undergo tech inspection for the event.

4.Technical Inspection
|
|
Per SCCA Solo Rules, competitors are required to follow sections 3.3 and 3.7. SCCA Solo Rules
A competitor should do the following before entering his/her vehicle for tech inspection:
- Obtain a permanent bar code with the correct car number and class. This can be from either a current or previous event.
- Have the vehicle "competition ready" remove ALL loose objects, wheel covers, etc. (Section 3.3)
- Have the car number and class that meet the following criteria: (Section 3.7)
- Numbers must be a minimum 8" high and class letters minimum 4" high without being more than about half as high as car numbers.
- Placed on both sides of the car on the body panels and not the windows.
- In a color contrasting to the body color of the vehicle.
- Readable to event staff and course workers.
- Have your helmet ready to show the tech inspector. Helmets must be rated Snell 95 rated or newer, "M" or "SA" (Section 4.3.1).
Philly Region does not offer an annual tech. Vehicles MUST pass tech inspection at each event to be eligible for competition.

5. Run Groups
|
|
Definition of terms:
Session- the day will be divided in half, with an AM Session and a PM Session.
Heat- Each session will be divided into two or more heats. Competitors will drive in one heat and typically work the opposite heat in that session. Worker assignments will follow the rules described in section #7 of our supplemental rules.
Run Group- Cars grouped by class. Run groups will be determined at the beginning
of the season and numbered A, B, C, and D. Run groups are organized in an attempt to maintain a even number of competitors across the run groups.
The run groups will be assigned to a heat on a rotating basis from event to event. The run group assignments for each event will be integrated into the schedule on our website and also in the event pre-registration information. You MUST run in the session that your run group is scheduled to be eligible for an event trophy and series points. If you run out of session, your times will automatically be placed into the non-comp listing and you will not qualify for an event trophy or series points.
Run Groups:
   Group A - STS2, STX, STU, STU2, All Mod Classes
   Group B - STS, CSP, DSP, ESP, FSP, SM
   Group C - SS, AS, BS, CS, DS, ES, PRO
   Group D - FS, GS, HS, SM2, ASP, BSP, FSAE, All Prepared Classes
Ladies Class: Any competitor competing in Ladies class will be given the option to run during the same heat as their corresponding Open Class or in the opposite heat of the Open Class in the same session.
Karts: Karts will be run at our events after lunch at the beginning of the PM session. Will we give the competitors or their guardians the option of completing all their competition runs continuously or split them into two segments, with the final segment occurring after the completion of the first runs of the first heat in the PM session.

increased or decreased class participation.

6. Results
|
|
Results will be posted to
www.phillyscca.com
within two days of the event. All results will be considered unofficial until they have
been posted for one week. After the one-week correction period, the finalized results
will be considered official, and reposted if needed.
|
|
7.Worker Requirements
|
|
Solo events operate by all competitors sharing the workload of putting on the event. In order to qualify for an event trophy and series points, you MUST work at/for the event. You must complete a work assignment for each heat that you run. If you do not complete your assigned event work, you will be disqualified and you may receive additional penalties.
Work assignments listed during on-line registration, or on our forum, are only provided for you to indicate a preference. Official work assignments will be given only by the Worker Chief after you completed registration or checked-in for the event. You are responsible to get your work assignment before the start of the drivers' meeting, or you will lose your fastest competition time of the day.
You will work the opposing heat within your session, unless specifically assigned another task by the Event Chair or a Worker Chief. The Worker Chiefs will track all competitors to make sure they have fulfilled their work requirement. If all the worker positions are filled, the Worker Chief may assign you to relieve a position half way through the heat. It is your responsibility to ensure that the Worker Chief has given you work credit.
If you fail to complete your work assignment(s), you will receive a "DSQ" in ALL results for the event to indicate your disqualification. To run a Solo with us again, you will be required to work an extra assignment at your next event. If you fail to complete a second worker assignment, you will receive a 6-month suspension of Solo competition privileges. A third missed work assignment will result in a lifetime ban from Philadelphia Region Solo events.
Work credit will be given for completing the following tasks
- Course design or setup (Subject to verification by the event's Course Chief)
- Tech. Inspection (Subject to verification by the session's Tech Chief)
- Transport of equipment to or from the site (At Event Chair's discretion)
- Safety Steward (At Event Solo Saftey Steward's discretion)
- Course Work (Replace pylons, report penalties, etc.)
- Grid, Staging or Traffic Control
- Starter
- Registration (Subject to verification by the session's Registration Chief)
- Timing and Scoring
- Solo Chair
- Event Chair
- Instructor (Subject to approval by the session's Instructor Chief)
- Manning Waiver Station
- Photographer (At Event Chair's discretion)

8. Non-competition runs
|
|
You may register for non-competition runs in any heat. If you register for competition runs, you may also register for one additional non-competition heat in the session following your competition runs. You may not run in more than two heats. The run groups are rotated event-to-event to allow everyone an opportunity to take non-competition runs throughout the year. We reserve the right to close any heat to non-competition runs at any time.
The first heat you run for the event will be charged at the regular event price, whether competition or non-competition. Each additional non-competition heat can be purchased for a $10 discount from the regular event price. You are required to perform a work assignment for each extra heat you run. Not completing your work assignment for non-competition runs will treated with the same penalties as competition runs. You may not run in more than two heats. At least one work assignment must be during your off heat.
At any time, the event leaders reserve the right to move any of your non-competition runs or related work assignments to another heat or session. We also reserve the right to cancel your additional heats altogether. We will do this to balance car counts or workloads or to complete the event in a timely manner. We will refund your money if you cannot accommodate the switch in heats or if we cancel your heat registration.

9. Passengers
|
|
The SCCA Solo Rules explicitly allows passengers in section 1.3.2.C. SCCA 2008 Solo Rules. In addition to meeting the criteria as outlined in the Solo Rules, an eligible passenger must have either:
- A valid SCCA membership in his/her possession.
- Registered for a Weekend Membership at the event.
Unlike the Weekend Membership required for competitors, a passenger Weekend Membership does not have fees associated with registration. As such, a passenger Weekend Membership is ineligible for competition at the event.

10. Novice Class
|
|
Philadelphia region offers a Novice class for first time and rookie drivers who are relatively new to the sport. The intent of the Novice Class is to provide instruction to newcomers and allow them to compete with those of similar skill regardless of car preparation level. Novices are encouraged to ask questions, permit instructors to ride with you and if desired allow them to drive your car. A more experienced soloist will be able to help you get through the day, answer questions you may have, and help you become a better driver faster. We recommend that our novice drivers take advantage of our experienced members.
This class shall be administered under the following rules:
- Our intention is that eligible drivers will be competing in their first season of Solo or have competed in less than six (6) Solo events in the past. We recommend these as general guidelines to this class, however anyone who considers him or herself a rookie is welcome to enter Novice Class.
- You may run in Novice class as many events as you feel comfortable, but the natural progression should be a move to your open class within six (6) events. The Chief of Novice reserves the right to "graduate" any entrants to the appropriate Open or Ladies Class.
- Philly Region will hold Novice Drivers' Meetings before Registration opens for each AM and PM session of our events. This meeting is mandatory for anyone that has not attended more than three (3) events with Philly Region. Is is the intent of this meeting to introduce our program to our new competitors and familiarize them with the process and location of key event services such as Registration, Worker Assignments, Tech, etc.
- Novice Class entrants are encouraged to participate in the Novice walk-through that will be led by the Novice Chief or designated instructor before each session.
- Novice class competitors are required to run with their corresponding Open Class.
- Novice Class entrants are encouraged to take a registered instructor along with them on competition runs The Novice Chief and Safety Chief reserves the right to require a competitor take an instructor if the competitor is having trouble making a clean run. Novices may also ride as passengers with a registered instructor, with the instructor's approval.
- A registered instructor is any experienced eligible competitor approved by the Chief of Instructors.
- Scoring will use the PAX Index system.
- A Rookie of the Year Award is offered to eligible novice drivers as outlined in Section #20.

11. Ladies Class
|
|
Ladies class will be a combined, indexed class rather then the full parallel Ladies Classes outlined in the SCCA Solo Rules. Indexing will use the PAX Index system. Ladies class may be divided into Stock, Street Prepared, and Modified groupings for event trophies if the number of competitors warrants such a decision, however the series trophy will be determined by the overall event indexed results.

12. STU2 regional class
|
|
STU2 is a regional class administered by Doug Riordan that will be superseded should the SCCA decide to implement an identical or similar class. It is intended to attract popular 2-seat, 2+2, and 4-seat cars that are natural fits for STU, but are excluded. STU2 follows the STU rule set. This class extends the Street Touring concept to appropriate cars that are inelgible for STS2 and not classed in Super Stock (i.e. appropriate cars from AS, BS, and CS are the target participants). See the sample inclusion list below. Exclusion list: Any car currently classed in Super Stock and non-stock eligible cars. For 2008 PAX for STU2 will be .845. Drivers in STU2 will not be eligible for the Driver of the Year (DOY) award in the class' first year of existence as it is an experimental regional class. Moreover STU2's PAX will be reevaluated in the middle of season and adjusted if deemed necessary.

13. Pro Class
|
|
Philadelphia Region will offer a "Pro" class to create a more competitive environment for the regions top drivers. This class will be open to any driver. Visiting national level drivers are encouraged to run in Pro class as to not disrupt regional series championship results.
Pro class drivers will compete only in pro class, not in their respective SCCA class. The winner will be determined using the current PAX index to equalize vehicle difference. Trophies will be awarded to the year-end Pro Class winner.

14. Karts in Solo
|
|
Philadelphia region will allow a kart class at Solo Events. The following rules will apply to this kart class:
- The State of NJ does not allow karts to participate in Solo type events unless an ambulance is on site.
- The Jr. Driver program will strictly follow the rules and procedures outlined in Appendix H of the Solo rulebook.
- Paddock and grid for karts will be a designated separate area. This area will be off limits to all full size vehicles except for kart loading and unloading. Grid workers will direct the karts to designated staging and return lanes. At no time should a kart be driven, ridden, or left unattended on the ground, outside these designated kart areas. Karts may be transported through grid or paddock only on waist-high dollies or with push sticks that permit the pusher to walk upright.
- All safety gear MUST be worn as per the Solo rules.

15. Protests
|
|
In the event of a protest, a committee of three Solo Chiefs present at the event will preside over the protest. The Event Chair will designate the committee members with consideration given to impartiality. Protests will be handled according the Solo Protest Rules (Section 8). In general, protests will be handled by re-classing the car, if possible.
Protests must be submitted, in writing, prior to the presentation of trophies for that session.

16. Safety
|
|
Philadelphia Region has an intense focus on safety at each and every event and as such, adopted a Solo Safety Plan. In general, use common sense and consider the following:
- Paddock/ grid speed limit is 3-5 mph. That is slower then walking speed.
- No scrubbing or warming of tires anywhere on site or in the local community.
- Spinning of tires anywhere on or near the site (except on course) will be grounds for immediate ejection from the event.
- Never turn your back on a moving vehicle, especially when working the course.
- No horseplay involving a moving vehicle.
- Bicycles, skateboards, roller skates/blades, go-peds, etc. are prohibited in the grid/course area. Elsewhere they shall be operated in a safe controlled manor. No stunts are allowed on site
- Pocket bikes are prohibited at events
- All pets must be on a leash at all times.
- Anyone at an event who must work under their vehicle MUST have that vehicle supported by jack stands or ramps.
- Use common sense, there are too many No-No's to mention.

17. Otto's MINI Solo Series Event Trophies
|
|
Event trophies will be given as per the guidelines in the SCCA Solo rulebook. Classes will not be bumped together. The driver must have fulfilled his/her worker requirement to receive a trophy.
If a driver does not attend the trophy ceremony at the end of the session, he/she forfeits that trophy.

18. Otto's MINI Solo Series Points/Trophies
|
|
For each event a driver competes in, he/she will receive series points for finish position. Points are awarded as follows: First Place-10, Second-8, Third-6, Forth-5, Fifth-4, Sixth-3, Seventh-2, Eighth and beyond-1. If the driver does not work that event, he/she will forfeit points for that event. A driver MUST compete in at least six events to qualify for a series trophy.
A driver may compete in more then one class, as long as they run at least six events total, however, only points earned in class will count towards a series trophy. No more then one series trophy will be given to each driver.
For the Series Championship, four less than the total number of series points events will count, with the double points Holbert event weighted as two events. If a tie occurs, the winner will be determined by finish positions, and then by head-to-head competition time results. If still tied, then two trophies will be awarded.

19. Driver of the Year Championship
|
|
This award will be given to the fastest (relative) driver. This will be determined by the PAX Index. Only one year-end award will be given unless a PAX sponsor covers trophy expenses for an award for each event. Points will be awarded for each event using a points scale where first place receives 100pts, then each declining position receives two less points (100, 98, 96, 94, etc.). Finish positions of 50 or less will receive one (1) PAX point. Every competitor will receive PAX points for every event in which they compete.
For the Driver of the Year Championship, 10% of the events will be dropped. If the Otto?s Mini Solo Series has less then ten events, one event will be dropped. If the series has 11-20 events, two events will be dropped. If a tie occurs, the winner will be determined by finish positions, and then by head-to-head competition results. If still tied, then two trophies will be awarded.

20. Rookie of the Year Championship
|
|
This year-end award will be given to the fastest Novice driver as determined by the PAX Index. Novice drivers are defined in section #10. Points are awarded as follows: First place -- 10, Second -- 8, Third -- 6, Fourth -- 5, Fifth -- 4, Sixth -- 3, Seventh -- 2, Eighth and beyond -- 1. Every competitor will receive PAX points for every event in which they compete.
There is no minimum number of events needed to qualify, but a maximum of six (6) events will count towards this award. If a tie occurs, the winner will be determined by finish positions and then by head-to-head competition results. If still tied, then two trophies will be awarded.

Appendix A - Philadelphia Region SCCA Sound Control Standards and Procedures Policy for SCCA Solo events at Warminster Community Park
|
|
In an effort to minimize impact to the surrounding community, all SCCA Solo Event competitors will be required to abide by the following set of noise limitations at all events held at the Warminster Community Park. The competitor shall carry sole responsibility for ensuring their vehicle complies with these Sound Control Standards and Procedures.
Vehicle sound emission is not a constant factor that can be trimmed to barely legal levels. Sound emissions may vary significantly from morning to afternoon, and day to day, so the competitor is advised to target any vehicle sound emission level "adjustments" to well under the limit, to allow for variations in conditions.
The intent of the following rules is to truly make our events quieter by limiting the sound level produced by individual vehicles. Competitors are expected to use mufflers as the primary method for sound reduction. Sound measuring stations will be on both sides of vehicles to ensure sound output levels are below limits.

Standard:
Maximum limit of 96db, "A" weighted, "slow" response, at the measuring point.
|
|
Measurement:
The measuring point will be established during course set up, and approved by the event chair.
Measurement will be taken at a point on course where the car can reasonably be expected to be at full throttle, under load, and at high RPM.
The measuring point will be 50 ft from the edge of the course lane, using a coned gate as a reference. More than one measuring point may be established.

Sound Station(s):
A Sound Station will be established at the measuring point(s) on the course. A Radio Shack style sound meter will be used.
The meter will be mounted 3-4 feet above ground level. The meter will be positioned perpendicular to the vehicle's direction of travel.
The meter will be set to "A" weighting, "Slow" Response. Most cars will be measured on most runs. The Sound Station Operator and the
Grid Chief worker will be equipped with a radio on the same channel. The Sound Station Operator will be equipped with a clipboard &
notepad to record the car number of violators.

Violations:
- When a vehicle exceeds 93 dBa, the sound operator will inform the Grid Chief worker. The Grid Chief worker will inform the driver that they are close to exceeding the 96 dBa limit.
- Any run 96dBa or over will be scored a DNF.
- When a vehicle exceeds 96 dba, the sound operator will call timing to score the run as a "DNF". The Grid Chief will also be called so that they may inform the competitor that they have exceeded the allowed noise limit, the run has been scored as a DNF, and that they will need to take preventative measures as outlined below to continue.
- When a vehicle exceeding 96 dBa returns to grid, the Grid Chief worker will notify the driver of the car's measured sound level. The driver will be given the opportunity for a "mechanical delay" to attempt to reduce the vehicle?s sound level. If, in the judgment of the Grid Chief worker or event chair, the driver has attempted a viable remedy, he will authorize a "second chance run". If the driver(s) declines any "repair" action, or the "repair" is deemed inadequate or inappropriate by the Grid Chief worker, the driver(s) will forfeit all subsequent runs in that vehicle. The Grid Chief worker may offer advice to competitors. This advice, however, shall be in no manner be construed to imply that said suggested corrective action(s) absolves the competitor from complying.
- If the vehicle exceeds the limit on the "second chance run?, all subsequent runs by that vehicle, if any, are forfeited.
- No refunds will be given to entrants who violate the noise policy and subsequently receive a "DNF" for forfeited runs.

Appendix B - Controlled Grid for events at Warminster Community Park
|
|
In an effort to limit traffic flow issues and improve the worker changeovers between heats, we will be instituting a Controlled Grid system for all events at Warminster.
The Controlled Grid procedure will operate as follows:
- At the beginning of each session grid will be closed to Competition Vehicles. The Grid Chief will decide when grid is ready for drivers to park their competition vehicles and a PA announcment will be made that grid has opened.
- Gridding will take place under the direction of the Grid Chief. Individual grid spaces are not assigned, so vehicles may enter in any order once grid is open. Grid access will be closed at the start of the drivers' meeting for the AM session and five minutes prior to the start of session competition for PM session.
- After grid is closed, competition vehicles will only be allowed to leave grid and/or return from paddock due to mechanical difficulty. Any other grid entrance or exit will be with permission of the Grid Chief only.
- Grid exits will not be opened until the drivers in the final heat of the session begin their competition runs. All vehicles must remain in grid until this time. Once grid exits are open drivers from the previous heat, who have completed their work assignment, are free to exit grid.
