These supplemental rules are meant to help explain regional rules and guidelines that help make the events run smoothly, and to help clarify any questions and misconceptions about the running of Philadelphia region Solo events. The entire SCCA Solo Rules will be used, except for those explicitly written for Divisional, Tour, or National championship events, and except where modified or superseded by these supplemental rules. If a question or circumstance arises that is not covered in these rules, please advice the current Solo Chairman so these rules may be modified.

The initial phase of rules were voted into effect by the Philadelphia region Solo Task Force on February 3, 1998. These rules were updated throughout the 1998 season, and a final copy was submitted to the Philadelphia Region Board of Directors for approval on Jan 9, 1999. Changes may only be submitted for BOD approval during the December general membership meeting. These rules may not be changed mid-season unless a serious issue occurs deeming the need for an immediate change by the Philadelphia Region Board of Directors.

These rules have been adopted for the 2007 Otto’s MINI Solo Summer Series. The 2007 Otto’s MINI Solo Winter Series will run under the 2006 supplemental rules with some exceptions. Winter Series time schedules will vary dependant on car count, which is obviously dependant on the weather. As a change from the previous years, please note that the traditional Split Day (Summer) format will be used with defined. Run Groups for all 2007 Otto’s MINI Winter Series. 2007 PAX numbers will be used for the winter series. Event and Series trophies will not be given for the 2007 Otto’s MINI Solo winter series.



1. Time Schedule


Registration will officially open at 8:30 AM. Registration for the AM heats will close by 9:30 sharp. However, everyone MUST sign the insurance waiver AS SOON AS THEY ENTER THE SITE. The waiver and wristbands will be made available at the waiver area as soon as setup starts for the morning. The waiver area is to be manned by an SCCA member at all times. If you are running in the PM sessions, DO NOT register during the AM registration.

N.B. The Heat 3 and Heat 4 start times are dependent on the AM session finishing on time. The PM start times may be later, but will never start earlier then these posted times.

The course will be set up at least one hour before the AM driver’s meeting (8:30 AM) for course walks. Changes to the course made may be made during this time for safety issues only. If changes occur, an announcement must be made at least 15 minutes before the start of the mandatory drivers meeting to allow for revised course walks. There will be a 30-minute break between AM and PM sessions to allow for course walks, gridding of PM cars, lunch, etc. There will be no course walks between heats, only between sessions.



2. Registration


We highly encourage everyone to help us by pre-registering several days before the event at myautoevents.com.. Whenever possible, a separate registration line will be used for pre-registered competitors, greatly reducing your time in line. myautoevents.com. registration will be closed the Wednesday prior to the event.Online registration is an option, not a requirement, in Philly region, but it will make your morning more enjoyable.

NOTE: Pre-registered competitors must still sign in at registration to verify attendance, in addition to your valid state driver’s license and (where applicable) your SCCA membership card.

When you register for an event, please have the following items ready: Your SCCA membership card, your valid state driver's license and payment ($30 for members, $40 for non-members).

If you do not have a preregistered permanent number, the registrar will assign you a car number. If you have a preregistered number, you may get your car tech inspected before you register.



3.Technical Inspection


Before taking your car to tech, have the vehicle "competition ready" remove ALL loose objects, wheel covers, etc. Have the car number and class on both sides of the vehicle big enough for a course worker to see when you are competing (rules 3.3 and 3.7).

Have your helmet ready to show the tech inspector. Helmets must be rated Snell 95 rated or newer, "M" or "SA" (as dictated by SCCA national rules).

Philly Region NO LONGER offers an Annual Tech Inspection to any drivers. The Tech Chiefs are currently reviewing this policy and may reinstitute Annual Tech inspections at a future date



4. Run Groups


Definition of terms:

Run Group- Cars grouped by class. Run groups will be determined at the beginning of the season and numbered A, B, C, and D.

Heat- each session will be divided into two heats. You run in one heat and work the opposite heat in your session.

Session- the day will be divided in half, with an AM Session and a PM Session.

The run groups will be assigned to a heat on a rotating basis from event to event. You MUST run in the session that your run group is scheduled to be eligible for an event trophy and series points. The Event Chair may grant exceptions to allow competitors to run the opposing heat in their session for the following reasons:
Multi-driver vehicle
Conflicting work requirement (safety steward, computer tech, event chair, etc.)
Accommodating a Buddy schedule (run comp runs before instructing a novice)

If you run out of session without permission, your times will automatically be placed into the non-comp listing and you will not qualify for an event trophy or series points.

If you run non-comp runs after your comp runs, you must work an additional work assignment for each additional heat.

Run Groups:

   Group A - STS, STS2, STX2, STU, DS, Ladies, F125, Karts (NOTE: no karts in NJ)
   Group B - FS, GS, HS, PRO, All Mod Classes,
   Group C - SM, SM2, ASP, BSP, CSP, DSP, ESP, FSP
   Group D - STX, SS, AS, BS, CS, ES, All Prepared Classes


NOTE: These groups are subject to change without prior notice during the season due to increased or decreased class participation.



5. Results


Results will be posted to www.phillyscca.com within two days of the event. All results will be considered unofficial until they have been posted for one week. After the one-week correction period, the finalized results will be considered official, and reposted if needed.



6.Worker Requirements


All competitors will share the workload. In order to qualify for an event trophy and series points, you MUST work at/for the event. You will work the opposing heat within your session. If you do not work, you will not receive results, series points or an event trophy. If a driver does not work at an event, his/her time will be reflected as "DSQ" to indicate disqualification.

A designated Worker Assignment Chief will track every competitor to make sure they have fulfilled their worker requirement. Workers assignments will be given prior to the driver's meeting or at registration. If all the worker positions are filled, the Worker Assignment Chief may assign you to relieve a position half way through the heat. It is the driver's responsibility to ensure the Worker Assignment Chief has given worker credit. First time drivers will be assigned a worker assignment with their Buddy so they may work together.

Worker credit will be given for the following items:


   1. Course design/setup
   2. Tech. Inspection
   3. Delivery/removal of the equipment to/from the site
   4. Safety Steward
   5. Course worker (report/replace pylon penalties, etc.)
   6. Staging (ensure vehicles are in numerical order)
   7. Starter
   8. Registration
   9. Timing and Scoring
   10. Solo Chief
   11. Event Chair
   12. Lead Instructor
   13. Waiver Supervision



7. Non-competition runs


After a driver registers for competition runs, he/she may sign up for an additional heat for $20. This does not exempt a driver from his/her worker requirements. The run groups are rotated event-to-event to allow everyone an opportunity to take non-competition runs throughout the year.

A driver may not run in more than three heats, providing that driver works three assignments. An example would be pre-event set-up, course worker, and post-event clean up to cover running in three heats.



8. Passengers


The SCCA Solo Rules explicitly allows passengers in 1.4.C. The State of New Jersey prohibits passengers except for training purposes. Passengers will not be allowed at any New Jersey Solo event site, except:
   A. The driver is competing in Novice Class and the passenger is a registered instructor.
   B. The driver is a registered instructor and the passenger is entered in Novice Class.
   C. Series sponsors and members of the press may also be allowed to ride as passengers, subject to approval by the Solo Chair or Event Chair, Local and State laws, and provided they have signed all relevant waivers.



9. Novice Class


Philadelphia regon offers a Novice class for first time and rookie drivers. To enter the Novice class, tell the registrar you want to run in the Novice Class. Novices are encouraged to run in the same heat as their corresponding Open Class.

You may run in Novice class as many events as you feel comfortable, but the natural progression should be a move to your open class within 2-4 events. There will be no series trophy for the novice class; event trophies will be given after each session. Series points will not be given to Novice class finishes.

Novices are encouraged to use the Buddy system, where an experienced soloist will help you get through the day, answering any and all questions you may have.

Details of the Philly Region Novice class are covered in Appendix A of these supplemental rules.



10. Ladies Class


Ladies class will be a combined, indexed class rather then the full parallel Ladies Classes outlined in the SCCA Solo Rules. Indexing will use the PAX Index system. Ladies class may be divided into Stock, Street Prepared, and Modified groupings for event trophies if the number of competitors warrants such a decision, however the series trophy will be determined by the overall event indexed results.



11. STX2 regional class


STX2 is a regional class, administered locally by Paul Andrews, and will be superceded should the SCCA decide to implement a similar class. It is intended to both attract popular cars excluded by STS2, and extend the ST category to more 2-seat cars. STX2 will use all the rules of STX, including street tires, STX wheel and tire widths and LSD rules. Eligibility is as follows: 2 seat and 2+2 sports cars under 2.7L naturally aspirated, and certain specified factory forced-induction cars. Inclusion list: 2nd gen RX-7 TII, MR2 Turbo and SC, Audi TT, Mazdaspeed Miata ('04+). Other cars that seem like a good fit should be suggested to Paul Andrews. Exclusion list: Any car currently classed in SS or AS, Lotus (all). PAX of .813 will be used.



12. Pro Class


Philadelphia Region will offer a "Pro" class to create a more competitive environment for the regions top drivers. This class will be open to any driver. Visiting national level drivers are encouraged to run in Pro class as to not disrupt regional series championship results.

Pro class drivers will compete only in pro class, not in their respective SCCA class. The winner will be determined using the current PAX index to equalize vehicle difference. Trophies will be awarded to the year-end Pro Class winner.



13. Karts in Solo


Philadelphia region will allow a kart class at Solo Events. The state of NJ prohibits karts at autocross type events unless an ambulance is present. Specific details are outlined in Appendix B of these supplemental rules.



14. Protests


In the event of a protest, a committee of three Solo Chiefs present at the event will preside over the protest. The Event Chair will designate the committee members with consideration given to impartiality. Protests will be handled according the Solo Protest Rules (Section 8). In general, protests will be handled by re-classing the car, if possible.

Protests must be submitted, in writing, prior to the presentation of trophies for that session.



15. Safety


Philadelphia Region has an intense focus on safety at each and every event. In regards to safety: For the 2006 Season, Philly region adopted a Solo Safety Plan, which will be attached to these supplemental rules. In general, use common sense and consider the following:

  • Paddock/ grid speed limit is 3-5 mph. That is slower then walking speed.
  • No scrubbing or warming of tires anywhere on site or in the local community.
  • Spinning of tires anywhere on or near the site (except on course) will be grounds for immediate ejection from the event.
  • Never turn your back on a moving vehicle, especially when working the course.
  • No horseplay involving a moving vehicle.
  • Bicycles, skateboards, roller skates/blades, go-peds, etc. are prohibited in the grid/course area.
  • Pocket bikes are prohibited at events
  • All pets must be on a leash at all times.
  • Use common sense, there are too many No-No's to mention.



16. Otto's MINI Solo Event Trophies


Event trophies will be given as per the guidelines in the SCCA Solo rulebook. Classes will not be bumped together. The driver must have fulfilled his/her worker requirement to receive a trophy.

If a driver does not attend the trophy ceremony at the end of the session, he/she forfeits that trophy.



17. Otto's MINI Solo Series Points/Trophies


For each event a driver competes in, he/she will receive series points for finish position. Points are awarded as follows: First Place-10, Second-8, Third-6, Forth-5, Fifth-4, Sixth-3, Seventh-2, Eighth and beyond-1. If the driver does not work that event, he/she will forfeit points for that event. A driver MUST compete in at least six events to qualify for a series trophy.

A driver may compete in more then one class, as long as they run at least six events total, however, only points earned in class will count towards a series trophy. No more then one series trophy will be given to each driver.

For the Series Championship, three less than the total number of series points events will count. If a tie occurs, the winner will be determined by finish positions, and then by head-to-head competition time results. If still tied, then two trophies will be awarded.



18. CSE Driver of the Year Championship


This award will be given to the fastest (relative) driver. This will be determined by the PAX Index. Only one year-end award will be given unless a PAX sponsor covers trophy expenses for an award for each event. Points will be awarded for each event using a points scale where first place receives 100pts, then each declining position receives two less points (100, 98, 96, 94, etc.). Finish positions of 50 or less will receive one (1) PAX point. Every competitor will receive PAX points for every event in which they compete.

For the Driver of the Year Championship, 10% of the events will be dropped. If the Otto’s Mini Solo Series has less then ten events, one event will be dropped. If the series has 11-20 events, two events will be dropped. If a tie occurs, the winner will be determined by finish positions, and then by head-to-head competition results. If still tied, then two trophies will be awarded.



Appendix A - Novice Class


1. A Novice class will be provided for those who are relatively new to the sport. The intent of the Novice Class is to provide instruction and to allow newcomers to compete with those of similar skill. It is understood that even the best driver could still get better, but those with less experience need it more.

2. There are no hard and fast rules on who is eligible. General guidelines are that entrants should be in their first full season of autocrossing, must not have won more than once in the Philly region Novice Class, and should not have competed in more than five events. For the most part, anyone who considers him or herself a novice is welcome to enter Novice Class.

3. The Chief of Novice Program reserves the right to "graduate" any entrants to the appropriate Open or Ladies Class.

4. Novice Class entrants will be given a course walk-through led by the Chief of Novice Program or designated instructor before each Driver's Meeting.

5. Novice class competitors are encouraged to run at the same time as their corresponding Open Class.

6. Novice Class entrants are allowed to take a registered instructor along with them on competition runs if they so choose. They may also ride as passengers with a registered instructor, with the instructor's approval. (See 1.4.E.)

7. A registered instructor is any experienced eligible competitor approved by the Chief of Instructors.

8. Scoring will use the PAX Index system.

9. There will be no series trophies given for the Novice Class. Points earned in the Novice Class cannot be transferred. Event trophies will be given to the top half of the class in each session.

10. At registration, Novice Class entrants are encouraged to use the Buddy System. A Buddy may be requested at Registration. An effort to assign buddies will be done before the end of the next driver's meeting. The buddy will be an experienced autocrosser who can help the novice through the event, with tech inspection, worker assignment, etc. The buddy is not expected to necessarily be a driving instructor.



Appendix B - Karts in Philadelphia Region Solo events


1. Karts will be allowed to run Solo events. The State of NJ does not allow karts to participate in Solo II type events unless an ambulance is on site. If enough interest in the kart program is generated to cover the additional expenses, then and only then can karts be run in New Jersey.

2. The Jr. Driver program will strictly follow the rules and procedures outlined in Appendix H of the Solo II rulebook.

3. Paddock and staging for karts will be a designated separate area. This area will be off limits to all full size vehicles. At no time should a kart be on the ground outside this designated kart area.

4. All safety gear MUST be worn as per the Solo rules.



Appendix C - Philadelphia Region SCCA Sound Control Standards and Procedures Policy for SCCA Solo events at Warminster Community Park


In an effort to minimize impact to the surrounding community, all SCCA Solo Event competitors will be required to abide by the following set of noise limitations at all events held at the Warminster Community Park. The competitor shall carry sole responsibility for ensuring their vehicle complies with these Sound Control Standards and Procedures.

Vehicle sound emission is not a constant factor that can be trimmed to barely legal levels. Sound emissions may vary significantly from morning to afternoon, and day to day, so the competitor is advised to target any vehicle sound emission level "adjustments" to well under the limit, to allow for variations in conditions.

The intent of the following rules is to truly make our events quieter by limiting the sound level produced by individual vehicles. Competitors are expected to use mufflers as the primary method for sound reduction. Sound measuring stations will be on both sides of vehicles to ensure sound output levels are below limits.



Standard:

Maximum limit of 96db, “A” weighted, “slow” response, at the measuring point.
Measurement:
The measuring point will be established during course set up, and approved by the event chair. Measurement will be taken at a point on course where the car can reasonably be expected to be at full throttle, under load, and at high RPM. The measuring point will be 50 ft from the edge of the course lane, using a coned gate as a reference. More than one measuring point may be established.
Sound Station(s):
A Sound Station will be established at the measuring point(s) on the course. A Radio Shack style sound meter will be used. The meter will be mounted 3-4 feet above ground level. The meter will be positioned perpendicular to the vehicle's direction of travel. The meter will be set to "A" weighting, "Slow" Response. Most cars will be measured on most runs. The Sound Station Operator and the Grid Chief worker will be equipped with a radio on the same channel. The Sound Station Operator will be equipped with a clipboard & notepad to record the car number of violators.
Violations:
  • When a vehicle exceeds 93 dBa, the sound operator will inform the Grid Chief worker. The Grid Chief worker will inform the driver that they are close to exceeding the 96 dBa limit.
  • Any run 96dBa or over will be scored a DNF.
  • When a vehicle exceeds 96 dba, the sound operator will call timing to score the run as a “DNF”. The Grid Chief will also be called so that they may inform the competitor that they have exceeded the allowed noise limit, the run has been scored as a DNF, and that they will need to take preventative measures as outlined below to continue.
  • When a vehicle exceeding 96 dBa returns to grid, the Grid Chief worker will notify the driver of the car’s measured sound level. The driver will be given the opportunity for a "mechanical delay" to attempt to reduce the vehicle’s sound level. If, in the judgment of the Grid Chief worker or event chair, the driver has attempted a viable remedy, he will authorize a "second chance run". If the driver(s) declines any "repair" action, or the "repair" is deemed inadequate or inappropriate by the Grid Chief worker, the driver(s) will forfeit all subsequent runs in that vehicle. The Grid Chief worker may offer advice to competitors. This advice, however, shall be in no manner be construed to imply that said suggested corrective action(s) absolves the competitor from complying.
  • If the vehicle exceeds the limit on the "second chance run”, all subsequent runs by that vehicle, if any, are forfeited.
  • No refunds will be given to entrants who violate the noise policy and subsequently receive a “DNF” or forfeited runs.
